Sergejus is from Lithuania. He is the Chair of the International Advisory Board of Access Info Europe and a Board Member of the European Compliance Professionals Association.

Sergejus is also the Founder of the Transparency School. For 15 years, Sergejus was at the helm of Transparency International Lithuania. He consults widely on anti-corruption, good governance and behavioral change internationally and locally. Sergejus is currently a PhD Candidate at ISM University of Management and Economics in Vilnius, Lithuania.

Formerly, Sergejus was a Visiting Fellow at the Center for Social Norms and Behavioral Dynamics, the University of Pennsylvania; the Quality of Governance Institute at the University of Gothenburg; and Paris Institute for Advanced Study. Sergejus served two terms as a Board Member of Transparency International. He is an author of numerous studies and a consultant for various international organisations. He teaches law and business students anti-corruption and corporate governance and conducts regular executive trainings of public servants and businesspeople.
